摘要
我国中小学校长目前执行的是二元的薪酬制度,不能真实、合理地反映校长群体的人力资本价值和绩效,没有起到应有的激励作用,其根本原因是校长角色依附于教师或行政官员的倾向,忽视了校长的专业地位。文章尝试从薪酬管理的角度出发,提出调整校长薪酬结构、提高校长薪酬水平、重建校长薪酬体系的设想,为当今校长薪酬制度的改革提供思考的视角。
The dualistic compensation system is carrying out among principals, which leads to the "misplacement" of compensation system. As the human capital value could not be reflected completely in reward system, the positivity of principals to some extent is suppressed, which directly influenced the professionalized development and programming of school. In a word, dualistic compensation system can't adapt to the present educational environment. We attempt to set up the competency based performance oriented system according to the principles of equity, ability, competency or contribution. The new system gives express to the value of principal to some extent, it also resolves the problem of principal's career- attach nature, and internal vertical consistency. Broad banding is introduced to the principal compensation so as to make the ladder of promoting pay no longer determined by the promotion of administration class and special tech- nolngy class. Competency level determines the base pay that contributes to resolving the problem of internal horizontal consistency. The Performance pay and allowance make the form of compensation plentiful.
