中国西部农牧区火灾统计分析及消防安全对策

Statistics and Analyses of Fires in Agricultural and Pastoral Areas in West China ＆ Countermeasures for Fire Fighting

中国是一个农业大国，要达到小康社会的目标，农村是关键。为了预防和减少农村牧区火灾危害、保障社会公共消防安全，根据《中共中央国务院关于推进社会主义新农村建设的若干意见》（中发[2006]1号）（以下简称“一号文件”）提出的“加强农村消防工作”要求，党中央、国务院将农村牧区消防工作纳入社会主义新农村建设，要求提升农村公共消防安全水平，为建设社会主义新农村提供良好的消防安全环境。农村火灾起数、死亡、伤人、直接财产损失4项指标均占同期全国火灾总数的60％以上，因此，加强农村消防工作是农村火灾形势的客观需要，具有十分重要的意义。

By studying the fires happened in Bayanzhuo＇er city, inner Mongolia Autonomous Region from 2004 to 2006 and conducting a dynamic and quantitative analysis, the author concludes the feature and cause of fires in this region, which will be helpful to inspect and reduce potential dangers and deliver effective preventative measures.
