Through presenting a detailed text record of a symposium on the deaf education, this article shows the vivid process of the deaf education reform and the NGO's effort to participate in and make great influence on it as an important social force. This article reveals that the idea that the deaf represent a different culture or an intercultural existence is hardly acceptable by the people in the education administration and practice. However, as a NGO, Amity Foundation holds an idea of deaf education of social model, trying to help the deaf bottom-to-up from their standpoint and advocating bilingual and bicultural deaf education.
