论中国旅游救援体系的构建

Research on Constructing Tourist Rescue System in China

旅游救援体系是为实施旅游救援而建立的体系。旅游安全事故的突发性、客观存在性、复杂性、紧迫性及其影响的重大性,使得旅游救援成为保障旅游活动正常进行和维护旅游业健康发展的重要方面,旅游救援体系的构建势在必行。基于此,本文结合中国的国情和旅游业的行业特点,分析了中国旅游救援现状,在剖析旅游救援体系构建的基本理论及其基本模型的基础上,尝试性地提出了构建由社会各部门、多路径主体共同参与的旅游救援系统的初步设想。

Tourist rescue system is a system to offer the first aid to the involved persons in the tourism accidents. Due to the outbreak, objectivity, complexity, urgency and important influence in tourism accidents, tourism rescue has become an important aspect to guarantee the tourism activities smoothly going and maintain a healthy development of tourism industry. It is imperative to construct the tourist rescue system. Therefore, in light of Chinats situation and the characteristics of tourism industry, this paper analyzes the status quo of tourist rescue system in China. Based on the ananysis of the fundamental theory and basic model of constructing tourist rescue system, it attempts to propose a preliminary idea that various social sectors and muhi-path entities jointly participate in constructing the tourist rescue system,which is hoped to benefit China＇s tourism industry.
