对我国人口统计数据质量的几点认识

On the Quality of China's Demographic Data

我国2000年人口普查表明,我国人口统计的数据质量呈下降态势,人口漏报达到1.81%。一方面,普查的漏报率比较客观地反映了当前我国人口统计数据质量的现状;另一方面,同其他国家相比我国的数据质量仍处于比较好的行列。产生漏报的原因是多方面的,既有普查方案设计的影响,也与群众配合、经费投入、行政考核等密切相关。对即将开展的第六次全国人口普查,我们应当认真分析产生漏报的原因,以便采取有针对性的措施,努力提高普查的数据质量。

Under- reporting rate of China＇s 2000 population census stood at 1.81%, indicating deterioration of demographic data quality in China. On the one hand, this rate is an objective representation of current data quality; on the other hand, China＇s population data quality is good as compared to other countries. Causes for under- reporting are many-sided, including design of census plan, people＇s cooperation, funds input, administrative examination etc. As for the coming 6th national population census, we need to seriously analyze the causes of under- reporting, so that we can take appropriate measures to improve census data quality.
