Establishment of emergency mechanism on maritime dangerous goods

文章立足危险货物运输、监管和应急实际情况,虑及事故应急的需要和可利用的社会资源情况,本着最大限度发挥应急相应机制作用和节约社会资源相结合的理念,逐步深入,试图为我国全面履行公约要求,建立和完善船舶载运危险货物应急机制提供建议。

This paper, based on the analysis of the present situation of transporting dangerous goods at sea, taking into account the needs for the emergeney response and use of social resources, discusses the concept of how to bring the response mechanism into full play and provides some suggestions for the establishment of emergency mechanism on maritime dangerous goods for the purpose of implementing the international convention.
