摘要 文中介绍了国际温室气体减排的背景以及排放交易的概念和现状,分析了国际海运温室气体排放交易机制的设计要素、可能存在的主要问题以及发展趋势,并为我国在此方面的准备工作提出了建议。 The paper introduces the background of GHG emissions reduction and the concept and status of emissions trading. It analyzes the Design Elements and the potential problems and the development trend of GHG Emissions Trading Scheme fnr International Shipping. It puts forward some suggestions for the preparing work in China.
