摘要
当前,美国联邦政府的教师教育拨款制度具有法律和社会依据、经济学理论依据,并以教师教育制度基础,该制度还体现了布什政府的折中政治道路。教师教育拨款的目的,一方面在于提高教师质量,另一方面是达到联邦政府的折中政治目标。联邦政府的拨款方式体现了投入拨款制与产出拨款制的结合。由此,"基于信息的管理和决策"、"项目成就与预算结合"等成为联邦政府拨款管理的理念和策略。
The US federal government funding system for teacher education is based on relevant laws, economic theories,teacher education systems,and eclectic political way of Bush-administration as well. Improving teacher quality and realizing the eclectic political goal of federal government are the basic funding purposes. The funding approaches can be concluded as the integration of input-oriented and output-oriented funding. So the information-based management and decision,integration of program performance and budgeting are the concept and strategy of funding management of federal government.
