摘要
本文简要介绍了齐齐哈尔市，为适应社会经济发展重视公路先行，提出了公路网化建设规划的指导思想、政策原则和实施办法，并以全面质量管理为中心，统筹安排、突出重点好快省地逐年完成了院室任务；从而促进了两个文明建设，可称典范。
The paper introduced a guiding ideology,policy principle and implement of highway net Construction to suit the needs of Social economy development and highway Construction Vanguard in Qigihare. And taking TQC as the centre,overall Planning,stressng the main poimts,the works were finished year by year.and promoting “the Two civilization”Construction,for reference.
