地方教育政策行为偏差现象研究

An Analysis on the Deviation of Local Education Policy

随着国家教育发展"分权战略"的逐步实施,地方教育政策在教育发展中所发挥的作用越来越大,地方教育政策行为也随之成为影响国家教育政策执行效果和地方教育发展的关键因素。目前,地方教育政策行为偏差现象普遍存在,直接导致了国家教育政策的失真、失误,也从根本上制约了地方教育的发展。地方教育政策行为偏差的性质、表现形式具有独特性,利益因素是构成地方教育政策行为偏差的基本原因,而地方教育政策系统不健全、制度规范不完善以及对政策行为的监督不到位等因素也直接促成了偏差行为的产生。

With the gradual application of ＂decentralizing strategy＂ of the national education development, local education policy has played an increasing role in the development of national education, and it therefore becomes a key factor that influences the implementation of national educational policy and the development of local education. The present wide existence of deviation of local education policy directly leads to the mistakes and distortions of national education policy, and thus it essentially restricts the development of local education. The property and form of the local education policy are of unique characteristics. The interest factor is the fundamental cause of the deviation. The unsound system of and the imperfect rules and regulations of local education policy and the poor monitoring of the implementation of local education policy are also direct causes of the deviation.
