为增强对项目的控制能力、获得项目的预定效益、实现项目的预期目标,根据动态对策论的性质,从局中人(承包商和监理工程师)的赢利或损失出发,通过建立、构造监理目标的定性动态对策控制模型来研究局中人各自可选择的策略使自己有利或不败、进而确定局中人的最优目标控制策略使其在长期竞争中处于动态平衡,以确保项目总目标的顺利实现。

In order to enhance the ability to control the project to obtain scheduled benefits of the project, achieving the expected goals of the project, article based on the nature of dynamic game, according to profit or lose ofthe players （contractor and supervision engineer）, construct the qualitative dynamic game Control Model of Supervision to research the each optional strategies of the players which made themselves beneficial, furthermore determine the optimal target control strategies of the players to keep them the dynamic balance in long-term competition, then insuring the project targetto be realized successfully.
