On the basis of profound study and investigation of key issues, creative ideas are adopted in sand-mining zoning, total quantity control of annual sand-mining, permissible scope and annual control limitation, index of annual control in permissible area and implementation and management of plan when it is modified. The revision reflects the scientific aspect of planning and meets the new requirement of sand-mining management.
