河道采砂是河道治理中的难点和重点,集中整治是关键,长效管理是根本。在各级领导的高度重视下,必须有效地抓住联合执法、明确责任、突出重点、加强督导和全方位的监督,才能保证河道采砂集中整治取得实效。同时,始终保持对非法采砂的严打态势,严格许可审批,强化责任,推行制度化、标准化、市场化管理,是实现河道采砂长治久安的根本措施。

River course sand-mining is the most difficult part of river course harness, therefore long-term management is crucial for effective regulation. In order to improve management of sand-mining activities, it is necessary to focus on joint actions of law enforcement, clarify responsibility, strengthen guidance and all-respects supervision, under the leadership of governmental departments at all levels. Illegal sand-mining should be strictly supervised. In addition other measures of licensing, responsible system, issue of regulation and marketization should be introduced.
