对塔里木河流域综合治理的初步认识与探讨

Comprehensive harness of the Tarim River Basin:understanding and research

多年来,由于缺乏水资源的合理开发和科学利用,塔里木河流域所有河流都处于不均衡的过度利用状态。8次应急输水主要是在近10年开都河来水持续偏丰、博斯腾湖水位持续偏高的背景下,借助塔里木河近期治理的强劲势头和治理工程的初步成效开展的。真正实现塔里木河流域节水增效,使流域经济、社会和生态全面、协调、可持续发展,必须尽快提出塔里木河流域综合治理规划,并加快组织实施。

In recent years, overexploitation exists in the river and tributaries in the Tarim Basin, due to irrational development and utilization of water resources. There are eight emergency water diversions undertaken in Tarim Basin, under the condition of continuous rich water resources in Dulai River in the last years and relatively high water level in the Bostan Lake. It is urgent to work out and implement Master Plan of the Tarim River Basin, so as to realize increase of water use efficiency and water conservation, and ensure overall, harmony and sustainable development of economy and society with the environment.
