The purpose of urban planning management technical regulations is to provide project management standards. City construction and development is controlled through regulations about distance between buildings, offset, under-ground space, height, and landscape. Chongqing should create regulations that are feasible, impartial, both broad and deep, and rigid yet flexible. The experiences of Shanghai, Tianjin, and Guangzhou are good examples.
