摘要
新上海商业城存在规划实施偏差、缺乏整体协调机制、后续资金未能落实等困难。其现状不尽合理,然而巨大的投资已成事实,完全推倒重来显然不现实,因此必须立足于现状,选择成本最低、边际效益最大的方案成为该商业城二次改造成功的关键。改造应从规划编制与实施、监管协调、资金引入等几个方面着手。
Plan implementation in the new commercial center of Shanghai has been unsuccessful because of poor coordination and a lack of investment capital. Although it is already under way, the project should be revised to include a low cost maximum marginal return focus based on the project's current substantial investments. The revision should apply to plan-making, implementation, surveillance, and investment.
