Analysis on the Development of Jang Jieshi's Policy——Pacifying the Interior before Resisting the Foreign Aggression

从1929年至1937年,蒋介石在制定内外政策时一直打着"攘外必先安内"的旗帜。然而,随着国内外局势的变化,其"安内"和"攘外"的侧重点也随之变化。由开始的"安内"为主,"攘外"为辅,经历了"安内"成分下降,"攘外"成分增加的变化,直至"西安事变"后,"安内"基本停止,"攘外"成为主流。尽管这种变化有时势逼迫的因素,但也为后来中华民族的共同"攘外"即全民抗战打下了基础。

From 1929 to 1937, Jang Jieshi had unfurled his banner within ＂Pacifying the interior before resisting the foreign aggression＂ in the field of his home and abroad policy. With the situation changed around, he adjusted his political emphasis into three periods. The first period was to mainly focus on ＂pacifying the interior＂ ; then he in- creased the power of ＂resisting the foreign aggression＂ and it finally became the artery in the last period. Although his political changes were forced by some factors, it laid the foundation for the Chinese final victory in the Anti - Japanese War.
