魏晋南北朝大分裂的政治局面,使襄樊凭借其战略位置成为各方争夺的焦点。地方实力派为了保障其庞大的军粮供应和维护社会的稳定,采取一系列措施来发展襄樊的农业经济:开展屯田、劝课农桑、宽刑省赋、兴修水利等政策与措施促进自耕小农经济的发展。另外,魏晋时期地主大土地生产对于襄樊农田面积的扩大、生产工具与技术的改进也起到一定的积极作用。

Depending on its Stategic position, it became the focus that each side fought for. In order to develop agriculture and satisfy military supplies, the ruler had implemented a series of measures. Having garrison troops or peasants opening up wasteland are the two main means. Meanwhile they had also encouraged farming and sericulture, adopted treated punishment with mercy, scaled down taxes, built water conservancy projects etc.. It promoted the extension of agricultural areas, careful cultivation and diversity in Xiangfan Prefecture. Agricultural development improves handicraft industry and commercial development, which makes agriculture, industry and commerce develop positively.
