摘要
"两免一补"政策是我国政府对农村义务教育阶段贫困家庭学生就学实施的一项资助政策。文章首先分析了教育政策评估的基本涵义,然后对"两免一补"政策作出了评估,评估内容包括政策执行、政策效果和政策价值三个方面。得出的结论是这项政策运行效果良好,实现了预定的政策目标,推动了农村义务教育的发展,保证了农村地区入学机会的公平,凸显了公平和正义。对于不足之处,提出了改进的建议。
The ＂Exemption and Subsidy＂ is one of the government＇s aid policies that aim to help rural impoverished students to complete their compulsory education. The paper firstly analyzes the connotation of the educational policy evaluation. Then it makes an evaluation on the policy from the aspects of its execution, implication and practical value. The results show that this policy attains good effect and has achieved the predetermined goal. It has promoted the development of compulsory education in rural areas and guaranteed a fair opportunity of matriculation for the students from rural areas. Regarding the policy deficiency, the paper makes suggestions on improvement as well.
