Resource-efficiency View in Public Library Service Standards——Comparion of Public Library Service Standards Between China and Britain

《全国公共图书馆评估标准》(简称《标准》)是我国公共图书馆评估的纲领和依据,对整个评估的效果和作用有着直接和巨大的影响,但《标准》整体设计理念与现代的图书馆评估的理念有一定的差距,通过对比分析我国和英国公共图书馆评估在图书馆建设等方面的指标,重点分析《标准》过于注重图书馆投入的资源而忽视资源所产生的效益和当地的具体需求的问题,并从英国公共图书馆服务评估标准中汲取值得我们在制定公共图书馆评估标准时借鉴的经验。

National Public Library Assessment Standards （shortly ‘standards＇ ） is the outline and criteria of public libraries assessment in China, and has direct and significant influence on the assessment effects. However, the advanced and modern library evaluation concept did not be absorbed into our design of ‘standards＇. Through a comparative study on some specific standards of Britain and China, the paper focuses on the problem that ‘standards＇ is unduly library resources input-oriented while neglecting the efficiency of resources and local residents＇ needs. China＇s national public library assessment standards can learn many experiences and advanced public libraries assessment ideas from British public library services standards.
