Through surveying the county township medical staff and sufferer of 4 counties in some province, understand their views about the non -technological factors in the medical service quality, offer solving ideas to improve the medical service quality, find out the controllable main intervention clicking and feasible intervening measure under the present stage and existing conditions, offer the theory reference to improve the relationship between doetors and patients, to improve the medical service quality and to increase the society and economic benefits of hospital.
