On Water Price of Middle Route Works of South North Water Transfer Project

通过对南水北调中线工程有关水价研究成果的分析,提出了南水北调工程具有公益属性和最大限度引水的理念。在容量水价与计量水价相结合的水价结构基础上,提出了以受水区经济发展水平为依据逐步提升容量水价的设想。以最大限度引水、充分发挥工程效益的理念为指导,应根据水源区和受水区丰枯遭遇情况,对计量水价进行动态管理。

It puts forward the idea of diversion with public-attribute and to its greatest limit of South North Water Transfer Project through analysis of the outcomes of study on water price of Middle Route Works of the project.It puts forward a tentative plan of gradually increasing capacity water price by taking the level of economic development of reception area as a basis based on the structure of combining capacity water price and metered water price.It should take the idea of diversion to its greatest limit and fully bringing the project benefits into play as a guide and dynamically manage the metered water price according to wet and dry encountered conditions of source and reception areas.
