Given different level-weigh and fair-weigh to different juries by method of discrepancy analytic. And divided value-weigh among juries according to level-weigh and fair-weigh of themselves. Then, use of value-weigh to reflect jury＇s value capability by putting in a order to value-weigh. At the same time, awarding the best objective, the aim of that is equal to relief and stop intentionally partial phenomenon, making the result of value can reflect true level of jury and objective. At last, make true two value to jury and obiective in a model meanwhile.
