The Special Committee of People＇ s Congress is the working mechanism of National People＇ s Congress and the people＇s congress at various levels. Under the new situation, strengthening the study on the work and eonstruetion of the Special Committee of People＇ s Congress is an emergent need for strengthening local power organ ＇ s supervision over One Government Two Departments＇ administration by law and democracy and legal system, is the need of insisting and perfecting the system of National People＇s Congress and improving the overall development of economy and society, and is an indispensable task of promoting the self-perfection and development of socialist politieal system.
