从“宣传工作”到“宣传文化”——传播学视野中的宣传刍议

摘要 本文从宣传效果、宣传功能的角度分析我国宣传工作经历的四个阶段,指出党的十七大报告中提出的"建设社会主义核心价值体系,建设和谐文化","激发全民族文化创造活力,提高国家文化软实力"正将我国宣传工作引入新阶段,也是对我国宣传文化系统在国家软实力构建过程中应承担文化传播功能的全新工作要求。 This article analyzes the four stages which the propaganda works of our country has experienced form the angle of vision on the effect of the propaganda and the function of the propaganda and points out the goals to "establish the system of socialist core values , construct the harmonious culture "and" stimulate the cultural creativity of the whole nation and enhance culture as part of the soft power of our country" put forth by the 17th National Congress of the CPC are leading the propaganda work of our country into the new stage , being also the brand - new work request that the propaganda system of our country should assume responsibility of culture communicational function in the process of the country soft power construction. This article, based on the point of view on the communication sciences, analyzes the transformation from the propaganda work to the propaganda culture from the three levels, such as the content of the communication, the manner of the communication, and the effect of the communication, then puts forward the definition of the "propaganda culture" and finally points out the specific function to be carried out by the propaganda culture talents the new historic missions in the new period, so as to bring the certain enlightenment upon the upgrade of talented people and the cultivation of professional personnel in the propaganda culture system of our country.
