中国转型期食品安全问题的政府规制研究 被引量:54

Research on Government Regulation of Food Safety in China's Transitional Period

摘要 当前食品安全问题日趋成为人们关注的焦点。本文通过聚焦群体性的、社会性的食品安全问题,从规制理论的角度,分析了社会转型期我国由于市场机制的缺陷和制度的不完善所带来的食品安全问题,以及由于地方保护主义盛行、政府规制失灵所加剧的食品安全问题,在借鉴国外发达国家在食品安全问题上成功的政府规制,提出了重构我国食品安全问题政府规制的对策建议。 Nowadays, food safety has gradually become a central issue of the focus of attention. We select the typical case of affairs. From the perspective of theory of government regulation, this paper analyzes several problems we have had during the transitional period such as incomplete market mechanism and institutions and also the internal causes that make those problems aggravate such as local protectionism and failure of government regulations. Finally, by using successful experience of developed countries for reference, we present some countermeasures and suggestions to reconstruct our government regulations on food safety.
