从新公共管理到整体性治理

From New Public Management to Holistic Governance

本文是对整体性治理这一新思想的简单介绍和评价,以期引发人们对此理论的关注。整体性治理的思想是在对新公共管理的实践进行反思的基础上提出来的。整体性治理着眼于政府内部机构和部门的整体性运作,主张管理从分散走向集中,从部分走向整体,从破碎走向整合。尽管整体性治理的思想正在产生越来越大的影响力,但这一整体性治理的实现还有赖于一种恰当的组织载体,尤其有赖于信息技术的发展。

This paper is a brief introduction and review of holistic governance. The new idea of holistic governance, formed on the reflection and criticism of the practice of New Public Management, prefers holistic functioning of governmental departments and agencies to separated, fragmented and ＂ small worlds＂ performance. Though this idea is becoming more and more influential, the realization of holistic governance, to a large extent, depends on a suitable organizational form, especially on the development of information technology.
