Reflections on Making Educational Policy in A Scientific Way

摘要 教育决策是国家和地方的权力机关对教育活动施加的一种政治影响,涉及面很广,教育决策的过程也是多方面利益冲突协调的过程。无论是宏观层面的政府教育行政,还是组织层面的学校教学管理以及微观层面的教育活动,教育决策都是其中的一项重要活动内容。教育决策的成败直接或间接地影响教育活动的成败和效率。文章针对当前教育决策中的突出问题,分析了科学决策的原则和程序,进一步提出了科学决策的若干措施。 Educational policy-making is regarded as a kind of political influence on the educational activities exerted by the government in a country or a region and it relates to various aspects. The course of making educational policy is the one of adjusting the conflicts of interest in different aspects. Either the government educational administration on the objective-level or the teaching management in a school at the managing-level as well as the educational activities at the microcosmic-level, educational policy-making is the most important part among them. The success or the failure of the educational policy-making can affect the success and efficiency of the educational activities directly or indirectly. This paper analyses the principles and procedure in making educational policy in a scientific way and offers some scientific measures in making educational policy further.
