摘要
在参考国内、外相关彩票领域研究理论并结合当前我国体育彩票业实际情况的基础上,认为"大众娱乐性"和"社会公益性"是包括体育彩票在内的所有彩票同其他博彩品的根本区别,并从两个角度——彩票购买者心态的主观意愿和彩票公益金使用的客观后果——证实了当前我国体育彩票业整体的社会福利效应为负,而过高的销量又加剧了这一现状。作为体育彩票发行机构的国家体育总局,是一个能动的主体,对于这一问题应该也能够采取一系列措施加以缓解,甚至"转负为正"。
On the base of referring relevant research on lottery at home and abroad and considering the actual status of the sports lottery industry in China, this paper illustrates that the whole lotteries including sports lottery is different from other gambles in the public entertainment and the social commonweal, points out that the social welfare effect of sports lottery industry in China is negative from two angles. One is the subjective inclination, which is the psychology of the players. Another is objective sequent, which is the distribution of the funds. The excessive sales make this situation even worth. As a motile subject, the General Administration of Sports of China, who sales the sports lottery, should and also can mitigate this issue even turn negative into positive by adopting a series of measurements.
