数字化学习港公共服务体系的运行机制是数字化学习港建设运行的重要基础。本文结合"数字化学习港与终身学习社会建设与示范"教改项目的实践,分析了数字化学习港公共服务体系运行中的需求分析与反馈机制、资源整合与供应机制、条件保障与长效运行机制,论述了在数字化学习港公共服务体系运行中引入市场机制的合理性、必要性和可能性,提出了引入市场机制并体现教育公益性需要注意的几个问题。

The operating mechanism of the E-Learning Hub as a public service system is a fundamental element in designing E-learning hubs. In the course of implementing the E-Learning Hub Project, the project team experimented in various innovative ways. The team reformed the mechanisms in need analysis and feedback, resource integration and provision as well as day-to-day operation in response to changes in target customers/learners, learning programs offered and target market. Findings from the project research show that market mechanism is the core of all innovations in operating mechanisms. To ensure that the market mechanism works efficiently, first, it is essential to properly handle the relationship between the profitability of market mechanism and the public service function and public good of education for the society; second, it is crucial to carry out policies promoting market mechanism, making it possible to change the ways in which public service is provided; and, third, it is important to strengthen the government's role in supervising the market, ensuring fair competition, and encouraging self-improvement and self-discipline of the public service system in order to maintain sustainable development.
