ABOUT THE REFORMING STEPS TO THE PROPERTY RIGHTS OF STATE OWNED ENTERPRISE IN NON FERROUS METALS

从国有有色企业的改革目标———现代企业制度出发，分析改革的重点和标准，提出必须在国有产权改革中充分发挥银行的作用，成立国有资产银行并由它掌握国有资产的投资和经营，对有色企业按照其经营状况分为三种类型分别采用不同的方法和步骤进行产权改革。

Based on the reforming object of state owned enterprises in non ferrous metals industry, the key points and the difficulties of reforming were analyzed. It′s necessary to bring the use of bank into full play in state owned property rights reforming, and establish the bank of state owned capital, and have it handle the investment and management of state owned capital, in accordance with its management situation. Then the non ferrous metals enterprises can be classified into three kinds, and different methods and steps can be used to reform the “property right” respectively.
