摘要
佛山市政府为建设资源节约型、环境友好型城市,解决交通拥堵、尾气污染、能源消耗等问题,以禅城区为试点,推行国内首个"交通共同体"(简称"TC")。韩国首都首尔的公交系统改革便是一个类似佛山市 TC 模式的经典案例,它为首尔公交的发展带来了可喜的宝贵经验。面对 TC 模式,它在佛山市禅城区启动的前期与现实的公交运营之间的变革,面临着一些必须面对的现实难题,笔者试图理性地提出问题,为更好更健康地推行公交共同体进行思考,在其实施的过程中以科学发展的观点进行现实论证,为各地公交发展及变革做先行一步的试验,希望从中可以得到借鉴。
In order to build a resource-saving and environment-friendly city to solve traffic jams, exhaust pollution, energy consumption and other problems, Foshan municipality implements the first " Traffic Community" (TC) in China and make experiments in Chancheng District. The reform of Seoul public transportation system, a similar case to TC model in Foshan, brings the valuable experience for the development of Seoul bus.
For the TC model, there are some difficuh problems in reality faced at the start and the reform of bus operation. The author tries to propose the issue rationally, how to implement traffic community better and healthily, to demonstrate with the points of scientific development in the process. Its aim is to do experiment for bus development and reform.
