介绍了分形的概念、分形压缩的思想及其数学基础，并就图像分割、迭代函数的构造等分形压缩编码的关键技术进行了详细的讨论，给出了一种适用于静态图像压缩的分形编码方法和实现步骤．
The concept of fractal, and its mathematical foundation are introduced in the paper, and the key techniques in fractal compression are discussed in detail. A specific method and its realization steps for fractal coding which suits for static image compression are proposed.
