On Political Efficiency

政治效率是维持政治秩序、保持社会稳定、促进经济发展的必然要求,它与政治民主、政治法制并列,是政治发展的基本价值诉求,是政治合法性的内在逻辑。政治效率作为政治系统运行成本与收益的比较,是政治文化效率、政治制度效率、政治机构效率、政治行为效率的综合体。它受到经济发展水平,政治文化与社会文化融合度,执政党的执政能力,政治制度化水平,行政体制以及政治事务性质等包含政治主体、政治客体、政治环境以及政治行为工具等多方面因素的影响。

The political efficiency is the inevitable demand of the economic development. The political efficiency, the political dernocraey and the legal politics are the basic value demand of the political development and inside logic of the legal polities. The political efficiency would be influenced by the economy level of the development, the harmony degree of the political culture and the social culture, the ability of the ruling party, the level of the political institution, the administrative system and the political affair which contains the political main body, the political object, the political context and the political behavior tools and so on.
