美国校园危机管理的组织架构分析

On organizational structure of campus crisis management in America

美国为校园危机管理建起了一个纵横交错的组织架构,该架构有四大特点,即:政府主导与伙伴协作相结合、地方为主与逐级介入相结合、统一指挥与分别应对相结合、规范管理与弹性组织相结合。基于此,我国在校园危机管理上,有必要建立危机管理常设机构,强化校园危机应对小组的建设,扩大校园危机管理的参与主体。

An interlaced organizational structure has been set up for campus crisis management in America, and this structure displays four characteristics, namely： combination of government＇s lead and partner cooperation; combination of region＇s priority and subordinate＇s involvement; combination of unified command and separate reply; combination of canonical management and flexible organization. So it＇s necessary for our country to do like the followings on the campus crisis management： establish standing body for crisis management; strengthen the construction of response teams for campus crisis; enlarge the participa- tion of campus crisis management.
