教育与处罚相结合原则是《治安管理处罚法》的一项重要原则。但由于多方原因,实践中它并没有被正确贯彻,相反经常发生违反该原则的案件。应当着眼于实践,对该原则修改。

The Principle of Combination Education with Penalties is a important principle in the law of Public Order Administration. But because of some reasons it was not correct carry out in practice, one the contrary there often arose the cases which violated it. We should modify the term of the principle fix our attention on the practice.
