摘要
我国自本世纪初进入高等教育的大众化阶段后,教育公平有了很大的改观,高等特殊教育的公平问题受到人们的日益关注。目前,我国的高等特殊教育办学规模小、资源配置失衡,不能适应高等特殊教育的健康发展和残疾人的客观需求,迫切需要通过合理配置高等特殊教育资源,推进高等特殊教育体制的改革,制定特殊助学贷款政策,建立高等特殊教育评价体系等方面来实现高等特殊教育的公平。
Since the beginning of this century China' s access to the popularization of higher education stage, the education fair has been greatly changed, the issues of higher special education equity have been concerned by the people gradually. At present, the small scale of China' s special education high schools and the imbalance between the allocation of resources can not meet the higher development of special education and the objective needs of persons with disabilities. It is an urgent need to adopt rational allocation of higher special education resources, promote the reform of higher special education system, develope the special students' loan policy and establish the higher special education evaluation system, etc. to achieve the fairness on the higher special education.
