摘要
为解决复杂大群体下,决策问题求解过程中出现的冲突加剧、信息超载、效率低下和共识难以达成等问题,应用工作分解结构方法,进行决策问题结构化和决策群体结构化分解;分析在复杂大群体下,决策群体和决策问题结构化分解的线性树形层次结构,以及决策问题求解结果的合成原理;结合人的定性分析能力和计算机的定量数据处理能力,总结并提出一种适合软件实施需求,实现人机结合的决策问题分解、决策群体分解、并行求解、求解结果合成和层级驱动的框架。在此基础上设计出一种面向复杂大群体的群体决策支持平台,并给出了一个水电站建设项目管理方案的决策实例。
To overcome the conflict intensification, information overload, low efficiency and difficulty in reaching consensus under the complex large group, the structured decision-making problem and the structured decision-making group decomposition were resolved by the method of work breakdown structure. The linear tree-like hierarchical structure of the structured decision-making problem and the structured decision-making group decomposition under the complex large group were analyzed, and synthesis principles of the results in decision-making problem were also analyzed. Based on combining human's qualitative analysis capability and computer's quantitative data processing capability, a framework which could satisfy software implementation requirement was summarized and proposed. It could realize the decision-making problems decomposition, decision-making group decomposition, parallel solution, synthesis of results and layer-driven framework of human-computer combination. Then, a Complex Large Group Decision Support Platform (CLGDSP) was designed, and a decision example of project management in the construction scheme of hydropower station under this framework was finally provided.
