A Report on Hainan＇s Resources of Professional Talents

建省以来海南技能人才资源开发取得很大的进展，但总体工作基础还比较薄弱，还需进一步加大工作力度予以改善。海南必须因地制宜，加大投入，加快建立合理的多元投入机制；加强保障，夯实基础，不断完善技能人才资源开发的体制机制。从我省经济发展战略出发，从生产力发展的客观规律出发，海南必须进一步提升广大劳动者整体素质．在稳步发展中级技能人才的同时，促进职业技术教育和培训事业发展，多渠道、多形式地培养大批适应现代化生产和建设需要的高技能人才。

Since it became a province, Hainan made a great progress on the development of the professional talents. However, due to its weak foundation, there is yet much improvement to make in the future. The key is to adopt of a series of measures which include a pragmatic ap- proach according to the actual situations, greater investment, the strengthening of security and the foundation of a healthy mechanism for the talents. From the perspective of a general strategy for the economic development, and the general principles, the province should further promote the quality of its professional practitioners. While promoting the intermediate professionals, much efforts should be made on the vocational education and training,in order to bring up a greater number of talents through more methods, for the modern development.
