在社会主义初级阶段,社会成员之间的收入存在一定程度的差距是难以避免的,但如果差距悬殊,就会造成多方面的严重后果。城乡收入差距过大不仅不利于和谐社会的构建,而且与党在十七大倡导的改革发展成果的公平分享相冲突。因此,从我国目前城乡收入扩大的现状及造成的原因来看,缓解和缩小城乡收入差距就必须要营造公平的竞争环境、就业环境、分配环境、国民教育环境、扶贫助困环境等行之有效的对策。

In the socialism initial stage, between members of different social classes＇ income existes disparity to extent is inevitable , but it will create various serious results if the disparity is disparate, the city and countryside income differential is oversized which is not only unfavourable for harmonious social the construction but also conflicts the reform development achievement＇ s fair share which is promoted in 17 big initiative. The reason which looking from our country present Urban and rural income therefore, expands the present situation which and creates, alleviates and reduces the Urban and ruraland countryside income differential to probably build the fair environment of competition, the employment environment, the assignment environment, the compulsory education environment, the poverty relief to help the sleepy environment and so on effective countermeasure.
