国内外住房保障体系比较及其启示

A comparison between house security systems at home and abroad

目前,世界各国政府都为解决各阶层居民的住房保障问题制定专门的住房发展计划和政策,以实现全社会"住有所居"的目标。随着我国构建和谐社会进程的发展,建立并完善住房保障体系已迫在眉睫。文章分析了国外住房保障体系建设的成功经验,从完善相关法律体系、建立相关职能部门、完善相应保障基金体系以及多元化住房保障方式、多层次住房保障体系等方面对我国建立和完善住房保障体系提出了一些建议。

Nowadays, the governments of all nations are constituting a special housing development plan in order to solve housing problem for all the people. With our government＇s ambition of a harmonious society, it is an urgent task for us to establish and improve the house security system in our country. This paper analyses the successful experiences of other countries and offers some suggestions for the completion of this task.
