风险管理决策要解决的问题是在风险管理经费一定的情况下,采用哪些手段对项目的哪些风险进行管理,才能使项目风险最小,使风险管理费用发挥最佳效益。本文首先阐述风险管理决策的概念,然后提出风险管理决策的科学依据,及其衡量指标—风险管理收益率,最后详细讨论了风险管理收益率在单风险和项目综合风险的风险管理决策中的具体应用。

The problem needed to be resolved by risk management decision is that what kinds of methods to manage risk can minimize the risk of project and can make good use of the risk management cost under the circumstance of certain funds of risk management. The concept of risk management decision was expounded and then the scientific basis of risk management decision and its measurement index namely risk management discount rate were put forward. Finally, a concrete application of return of risk management in the risk management of monomial risk and competitive risk was discussed in detail.
