Public Arguments on Critical Incidents:A Case Study of the Most Disastrous Ice Rain since 1951

以2008年初的一场特大雨雪灾害为例,以林业领域为重点考察对象,通过分析这一危机事件中的公共议论发现:在这些公共议论中蕴藏着一种公共性空间的雏形,政府与社会初步形成互动。

A survey was conducted to analyse the public response to disasters, such as the most disastrous ice rain at the beginning of 2008, by taking the forestry industry as the study subject. It indicates that there is a rudiment of public sphere in the public argument, and the interaction between the government and the public is generally achieved through the process.
