湖北省农地非农化空间效率衡量

An Analysis of Non-agricultural Spatial Efficiency of Farmland in Hubei Province

利用C-D函数对湖北省各地区建设用地与农用地的比较优势进行计算,测算出湖北省各地区建设用地对经济增长的贡献率,衡量了湖北省农地非农化的空间效率。得出:湖北省东部地区的建设用地与农用地比较优势和建设用地对经济增长的贡献率都要高于中西部地区。因此,应给予东部经济发达地区,如武汉、黄石等地区更多的建设用地占用耕地的指标,把东部地区的基本农田保护指标部分转移给中西部地区,从而实现全省土地利用的空间效率。

This paper has calculated the co mparative advantages of the farmland and construction land in every area of Hubei Province with C-D production function, and calculated the contribution rate of construction land to economic growth. It is thus concluded that comparative advantages of construction land and farmland as well as the contribution rate of construction land to economic growth in the east of the province are both higher than those of the central and west regions ; therefore, more construction land index should be granted to this area and a part of basic farmland protection target should be transferred from the eastern area to the central and western areas so as to ensure the spatial efficiency of land use of the whole province.
