摘要
在挖掘建设用地区域配置平衡的内涵和分析建设用地区域配置帕累托最优条件基础上,提出了建设用地区域配置的帕累托改进模式,认为建立区域间建设用地指标可转让制度,可以使农用地正外部性效应得到补偿,建设用地负外部性效应计入成本,有利于促进建设用地的集约节约利用,增强经济欠发达地区保护农用地的积极性,使建设用地配置得到帕累托改进。
This paper analyzes the meaning of regional construction land configuration as well as Pareto optimality conditions to allocate regional construction land, and recommends a Pareto improvement model to optimize regional configuration of construction land, believing that by establishing regional construction land index transfer system, the positive externality of agricultural land will be compensated and the negative externality of construction land be added to the cost, so that it will be beneficial to promote intensive land use and realize Pareto improvement of regional construction land configuration.
