减轻地震震害的几点思考

Some Deliberations for Mitigating Damages during Earthquake

汶川大地震造成人员财产巨大损失,从震害中反思,总结经验,采取改变地震预报观念为地震预防观念,建立有效的防灾减灾体系,加强抗震防灾宣传,加强地震安全性评价,提高生命线工程以及农村建筑、旧建筑物的抗震能力,严格控制擅自改扩建及违章建筑等措施,可以大大减少地震灾害的损失。

Lots of Buildings were destroyed, and great losses happened during the Wenchuan Earthquake. It is very important to establish a disaster prevention system for lightening the severity of earthquake. In this paper, the analysis on the reasons of the damage of buildings and infrastructures is made based on the disaster investigation in earthquake stricken areas. Some suggestions are made for enhancing seismic capabilities of buildings and infrastructures. This research is beneficial to reduce the losses of human beings and properties during earthquake.
