Operational Principles of Hospitals in the Transition Period of Economic System

概述了《中共中央、国务院关于卫生改革与发展的决定》提出的经营管理原则和政策,分析了我国现阶段医疗服务的主要矛盾。指出,目前的主要矛盾不是数量不足,而是质量和效率不高;医疗服务的供需关系,在大多数地区和大多数项目上不是供不应求,而是需求不足。在此基础上,提出改善经营管理的方向和途径。即按照区域卫生规划指导原则和卫生资源配置标准,制定好卫生机构设置和人员编制标准,适当控制医疗卫生机构的数量和规模,把医疗机构的经营思想和行为引导到提高服务质量和效率上来。争取各级政府切实解决好医疗机构的补偿问题,对医疗机构价格的调整要同一般商品价格的调整成正相关。调整医疗机构收入结构,降低药品收入的比重,克服滥用高精尖设备扩大收入的不良倾向。

On the hasis of studying the operational principles and policy formulated in the Decision of the Central Committee of the CPC and the State Council on the Reform and Development of Health Service,the article considers that health services are now,in most areas and service items,in greater risk of unsatisfactory quality and efficiency than the risk of quantitative insufficiency; and suggests that as solutions, first priorities should include to improve managerial knowledge and techniques for better disposition and use of medical technology,finance,and human resources,to conduct in-service training for improving the quality of practice of drug prescription and high-tech equipment use,and to increase the readiness and efforts by relevant administrative departments at all levels to solve the reimbursement problems of hospital services in ways that ensure a positive correlation between price readjustments of general commodities and hospital services.
