物流监控在海关现代管理中的新发展

New Development of Logistics Monitoring under Customs’ Modernization

建立强有力的物流监控系统,确保进出境物流处于海关有效监控之下是通关作业改革的重要目标之一。我国海关的物流监控体系建设在取得一定进展的同时,也仍然存在一些亟待解决的突出问题:缺乏系统化的物流监控体系、物流监控与国际物流活动的矛盾突出等。根据世界发达国家海关的先进经验,结合国际物流的发展,并充分现代物流的先进理念,提出有针对性的建议,促进物流监控适应我国海关现代管理的新发展。

It is an important goal for customs clearance reformation to set up powerful logistics monitoring system and to secure import and export logistics under effective and efficient management. There are some problems existing when some achievement on customs logistics monitoring system has been approached. For example, systematic logistics scheme＇s vacancy, conflict between customs logistics management and international logistic activity. According to successful experience of advanced countries, it is suggested to absorb the achievement of international logistics development, to rely on the technology concept, and to promote logistics management system matching China＇s customs development.
