特色发展是高校提升实力参与竞争、服务区域科技与社会发展和适应现代化国际化趋势的迫切需要。高校党组织在促进特色发展中肩负着重要使命并发挥重要作用。通过确立前瞻性的办学理念、弘扬改革创新精神、统筹高校三大职能等加快推进特色发展。发挥作用的实现途径是:以特色发展为导向,制定高校的目标定位;以特色发展为动力,增强高校核心竞争力;以特色发展为基础,选择正确的发展战略;以特色发展为根本,实施高校品牌战略。

The development of the distincl features is an urgent need for a university in enhancing its competitive strength, serving regional technology and social development and adapting itself to the modern international trend. In this process, the party organization plays an important role. The development of the features can be accelerated by establishing the forward-looking ideas, carrying forward the spirit of refrain and innovation and integrating the three functions of a higher education institutinn. In line with the development, the roles the party organization plays shnuld be in four ways： first, to establish the target and orienlation of a high educalion institution; second, to enhance the core-competitiveness ; third, to use the right development strategy; fourth, to carry out the brand strategy, by based on the features.
