关于我国渔业专业合作经济组织的思考

Discussion on the Fishery Professional Economic Organization in China

文章通过与其他经济组织进行比较,全面分析了渔业专业合作经济组织的性质及我国渔业合作组织的特点。由于受渔农主体、外部环境、渔业经济组织本身等因素制约,我国渔业专业合作经济组织发展存在着认识模糊、规模小、组织松散、机制不完善、产权不清晰等诸多问题。最后针对问题提出了提高渔农素质、营造良好外部环境、理顺与政府和企业的关系、规范运行机制等四个方面的关键措施。

Based on the comparison with other economic organizations, the paper analysed the characters of the fishery professional economic organization and the its features in our country. Due to the restriction of some factiors including the fishermen, exterior conditions and the organization itself, the development of the fishery pro- fessional econmic organization in our country faced many issues. They are illegible perception, small sizes, re- laxed organizing, imperfect mechanism and unclear property rights. Finally, aiming at above issues, the paper put forward some key countermeasures which included the improvement of the fishermen＇s diathesis, the building, of good exterior conditions, the smoothing of the relations between the government and enterprises and the standar- dization of the operation mechanism.
